Summary
This is a bandaid fix for a PDM bug in Python 3.12.8, which GitHub actions runners started using yesterday.
It's fixed in the latest PDM release, but we're rather far behind already, and don't have the capacity to upgrade PDM currently. This just gets CI to run again for now.
